If a user does not fill out form information properly, the new site should maintain existing atitesting functionality which places instructions in red next to fields that need to be corrected.
Also, to be consistent with the rest of the application, a generic error window should appear.
If the user pressed Close, the window closes and the user can correct the incorrect information.
